If this is the only option you have, then it will do OK. It isn't a bad product and appears to be a safe option. But there is at least one better option which is available everywhere. Keep in mind that this is NOT a spray and rinse product -- to remove dirt you will have to agitate.
First and foremost, I think this product contains chlorine bleach, which would explain the brown color that comes into the foam when it hits the rubber. It also explains the slimy feel that doesn't rinse off the fingers. Does it clean the rubber? Yes; mostly. The rubber on the top half of the tire became clean, flat black, and tacky like raw rubber. The bottom half rubber is also tacky but blotchy brown/black. Not impressed.
Instructions say you don't need to wipe it; just spray, rinse, and let dry for a spot free finish (it did dry spot free). But a close examination of the instructions indicates that some brushing/wiping is necessary for really dirty tires. My tires were not dirty; I had pre-scrubbed them with a 3100 PSI pressure washer; they were already black. But I didn't get a good, even black result until I wiped it before rinsing. But because the rubber seems horribly exposed to the elements, as if it was raw, some sort of protectant was absolutely necessary to prevent oxidation and make the tire look good again. I don't want shiny, I just want flat/satin.
But the issues don't stop there. The $5 price seems reasonable until you realize that one bottle only cleaned three wheels on my 4runner. If you have small wheels it might do all four.
If you decide to give it a try, I recommend using gloves since it was pretty harsh on my hands when I wiped the cleaner with a rag. Also, this comes out as a foam so its difficult to get an even coverage. It seems to work better to apply foam dots over most of the rubber surface, then wipe it, wait a few seconds, and then rinse thoroughly. Use car soap and a wash rag on the metal rims. Make sure you have a good protectant to apply afterward.
This product is also great if you are actually using a brush or mitt or other gadget to clean your wheels. It's a great substitute for car soap or dishwashing soap. For this you can dilute the product with water 1:1 or more and it's still highly effective. Another thing that works is dilute with 2 parts water and put it in a small pump-up style sprayer (mostly found for garden use) and the solution at 1 part cleaner with 2 parts water, sprayed under pressure with the right setting, will literally wash everything off the wheels. You'll need a rinse afterwards but for nasty brake dust cases and where you don't get good results with your hose, this might work better. Anything beats having to scrub every nook and cranny by hand...
Another issue is that the foaming action seems a bit of a gimmick and just takes too dang long. For a product that is supposed to make cleaning your wheels faster, it takes a LONG time to pump that trigger enough times to coat your wheels in foam. Honestly - I buy the gallon jugs and dump it into my own sprayer with a stronger force and a good mist pattern. After doing two cars with that foaming trigger my hand was cramping! I don't know who at Mother's has used that trigger for more than one car but it's painfully slow. The foam is great, but they need a better way to do it. What this product really needs is a pressurized dispenser that you refill. You pump that sucker up and it spews foam like a foam cannon you buy for the rest of the car.
Which causes me to think - I wonder how this would work in my foam cannon? (Gotta go try that next to see if just adding the product and dispensing with the foam cannon is faster - it should be!). If the foam cannon works I'll update this review accordingly. Since this product is so effective even when diluted a foam cannon on the most concentrated setting might foam all 8 wheels on my two cars in seconds and save me even more time.

I find that if you clean your tires often every year, then you may as well just buy a 1 gallon container of Chemical Guys wheel cleaner (any kind, Diablo Gel, Premium, or Citrus) and it will work just as well and save you money too. Overall a good product but not the most cost effective option.
