Would this bag hold up as an emergency/disaster relief backpack that could hold emergency, and supplies some bottles of water etc?

Maybe. Keep in mind, this is not 40L backpack, this is 25L. Instead of stated 22.8" x 13.4" x 7.9" it measures 22.8 x 10.7 x 6.3 = 1537 cubic inches or 25.2 Liters.

its a small back pack .... I would not buy this if I were you .. it looks bigger then it is

Absolutely, it's lightweight but durable. I have used it on a medical mission trip as well as other times and still love it.
