The toy must be looped around the headrest of a seat in order for Baby to be able to play. If you can find a comfortable angle that your child can reach the toy when he/she is forward facing, then it can be used

Yes, you could hang it from the headrest of the front seat. Being able to play with the toys would depend on how far back the car seat is or how close it is the the infant's seat.
