A little rod is pictured in ad; is this the tool to adjust closing speed? Are installation screws included? Is black finish matte or shiny?

The rod is for adjusting the tension which will make the hinge close softly or more strongly.
The screws are matte black coated brass. be careful not to strip the screws or the brass will shine through.

The rod is used to increase the tension of the spring and control the closing of the door. The screws are included and the finish is moderately shiny, more like a satin finish.

Yes, too for adjustment, screws were included but may or may not work for you particular application, they worked for us. They are very smooth and shiny, more than satin and less than high gloss. Hope that helps. Also, they work great, we did add a self closer so the door closed more quickly as we have cats and did not want them to make their way out!

Yes, screws and adjuster included, but mine is shiny. Door guy had no trouble installing it.
