This a very sturdy table! I use it to put my radial arm on! The clamps are the same as on my Worx Sawhorses (which I also highly recommend). I use ONE to clamp my lawnmower blade when I use my angle grinder to sharpen it and it holds it VERY firmly! Yes. Use the dogs and clamps to hold it in the center. You might want to put small sand bags on the legs to minimize shake creep

I just asked my husband and he agrees with you about it not locking. He said it would possibly just open up when you pick it up. Seems like they could fix this because other than that it is a great work table.

Not as far as I know. I just strapped a power strip to ne leg using cable ties, but with a little creativity, it would be simple to make a more permanent solution. Check the manual, illustration #12, it shows one possible option.

Bottom shelf measures 15.5 inches X 15.5 inches with 19.5 inches clearance.
If the miter saw would fit in it would be ideal for storage.
