The prevous information is you use the Echo Plus to connect your lights. Echo Plus comes with a Smart Home Hub Zigbee, which has limited function with Philips Hue. If you want more functions and programing, such as that when the power come back on, and the bulbs dont turn on automatically, you must purchase an additional hub from Phillips (The brains of the Philips Hue smart lighting system, the Hue Bridge). The Phillips Hue Bridge allows you to program the bulbs with their own app instead of using the Alexa app. The Phillips Hue Bridge has many additional functions, but it costs extra. You can connect up to 50 lights with the Hue Bridge. So far I have 22 bulbs and a Hue Dimmer Switch Smart Remote connected to my Hue System.

The bulbs I bought were warm white (2700k) bulbs and did not have the ability to change colors or temperature. They only allowed you to control brightness and on and off.

I'm gonna say no. Since these are smart bulbs, the power to them should always be on. Using your choice of smart device you'll have full dimming as well as the on/off and should be able to set up any routines you need. You can these bulbs to many different brightnesses, but the color seems to be from yellow to daylight. Very drastic actually.
