The suitcases do not equip with keys for safety reasons. You could always open your luggage with the correct combination and the original combination is 0-0-0. Please note that only TSA department will use their special key to open and inspect your luggage without having to cut off your suitcase lock.

But some airlines do have a very strict standard for luggage dimension. We suggest you contact the European flight company directly to know their specific policies regarding this.
