Outdated Text Dealing With Current Concepts, Which is a Bad Recipe

This book is extremely outdated which normally wouldn't be much of a problem, but when discussing topics like agendas and public policies, having a more contemporary and present-day text is particular necessary. The author interviewed bureaucrats from two Federal agencies and used that to formulate conclusions about the policy making process, but the problem is they were two of the least political agencies, which complicates how effective the conclusions can be perceived as.
The book is great for vocabulary terms, and obtaining a framework of the policy making process, but with respect to anything substantive or content specific, it falls very short.
