Great Prophetic book

Strong independent female character and what I call a prophetic storyline, since it is addressing potential consequences of the scientific reality of global warning. Author is integrating supernatural characters who acquire their new physical mutations
as a result of an environmental apocalypse aggravated by nuclear war. As a result the same Corporations that ignored and were the main cause of the global warming have taken over. They proceed to recreate society to their specifications as a ruling oligarchy, which does not even fake it that the government is in charge. The resulting storyline combines corporate intrigue and a new abused and exploited underclass, with a powerful intelligent female lead as the underlying narrative.
Libby is able to function and survive as a thief, consultant to the power class, defender of the oppressed and possible future savior. The male characters are present but do not dominate; the women including the villains are very much in charge.
The only complaint I have is that who I believe to be male lead character does not meet up to the potential that he displays when first introduced. He seems to be constantly catching up at the end of the previous book and this one. Not sure he’s Libby’s equal, and I immediately pegged Ron as the bad guy in the previous book. Seem as if the males characters are somewhat predictable.
