Where’s the quality control??

The bulb arrived packed securely inside an outer box. The bulb box was torn and taped shut...obviously a return presumably from another customer. Upon opening, discovered the bulbs filament was broken in half!! I have no problem receiving a bulb that was returned, but where’s the quality control to ensure a customer doesn’t have to go through the hassle of initiating a return and waiting an additional week for a replacement bulb?
