Yes it’s cool. So would water be at room temperature on your sore nether regions. Refreshing? Not really.
Personally, after 4th degree episiotomy and forceps rip and a complete anterior/posterior repair and reconstruction...the only thing that was soothing to me was warm water squirted with the cheap bottle given at the hospital. I kept a crock pot full of water on warm setting going for two weeks and filled my squirter before each toilet visit. It is what gave me the most relief, spraying cool on it was not comfortable for me.
I’m sure there is some help with the witch hazel, but it’s minimal enough that you don’t feel it and could add some to some water and make your own.
