Decent read, but not Lackey's best work

I really enjoy Lackey's writing and world building, I've been a fan for years. I love the concept of this book, but sadly, the execution doesn't quite live up to my general expectations. I kind of get a feel of it being written with a movie in mind? The action sequences are great, but I wish there was more actual plot development. We're still mostly at the stage of "Zomg, conspiracy!" with no real information or plan on how to deal with it. That being said, we definitely got a lot more of the puzzle pieces in this book than we got in Hunter, so I do feel like it's superior in that regard. (If this is intended to be a trilogy though, there's going to be a heck of a lot to wrap up in the next book.) I like the character building that happens for White Knight and the introduction of the other Elite. However, Joy's constant anti-christer sentiment and snide mental remarks strike a very jarring note for me, and don't seem to match with her otherwise judgement-free personality.
