A feeble and useless monitor stand.

Useless for a 28” monitor. Even with a light monitor the range of motion would be too limited.
Some problems with a 28” monitor:
It’s not tall enough.
The monitor will tilt downwards. No matter how the bolt is tightened it will barely keep the monitor at the correct tilt. Any vibration on the desk will cause the monitor to loose the fight with gravity and tilt down.
It it too weak. The column will deflect about 1/2” from the base to the top even if the clamp is at maximum torque.
Too little range of motion. It seems like between the arm clamp on the column, the joint in the center and the one on the monitor there would be enough range but it is not so. You will need the column clamped to the desk on the extreme side of the monitor. The arm does not articulate enough for it to go anywhere but at the extreme side. The arm might as well be straight with no joint in the middle. The combined results of all the joints is a lot of sag and looseness. If you try to adjust the monitor you’ll immediately find that it tilts forward and down with even the slightest touch. The clamp will come undone on the table frequently if you try to adjust it too. Many times in joints like these they are arranged with nylon washers so that the parts can rotate without on loosening the screw. But if you move these joints the screw will become loose as the joint is rotated.
